Cebu is the Philippines' second city and a practical island base: an international airport, decent infrastructure, and world-class diving and whale sharks within a few hours. English is near-universal, costs are low, and the people are famously warm, which makes the landing soft. The downsides are heavy traffic in Cebu City, patchy infrastructure, and a metro that's more functional than beautiful, with the best beaches off on nearby islands. Strong for budget-minded divers and remote workers who want an easy English-speaking entry to island life.
